Objective

With the ECOWAS Regional Agency for Agriculture and Food and the Alliance of Bioversity International and CIAT, to deepen knowledge and improve the technical capacities of national and field actors in West Africa in the formulation and implementation of climate-smart agricultural projects.

Background

During the current decade of the Economic Community of West Africa Agricultural Policy (ECOWAP) 2025 implementation, ECOWAS has been collaborating with the CGIAR Research Program on Climate Change, Agriculture, and Food Security (CCAFS), which transitioned in part over the last few years into AICCRA (Accelerating Impacts of CGIAR Climate Research for Africa). Both CCAFS and AICCRA’s scientific expertise and technical guidance has informed and supported the design and implementation of ECOWAS regional flagship initiatives and projects on climate change adaptation or agro-ecology.

This is the case for the regional project for the Promotion of Climate-Smart Agriculture (AIC) initiated by ECOWAS in collaboration with the West African Development Bank (BOAD) and implemented by the Regional Agency for Agriculture and Food (ARAA). The project is designed to support the implementation of the ECOWAP/CAADP Intervention Framework for CSA through providing a mechanism for consultation, coordination, convergence, capitalization and monitoring of the various climate-smart agriculture (CSA) initiatives.

As part of the implementation of this project, ARAA/ECOWAS developed a partnership with AICCRA through the Alliance of Bioversity International & CIAT, with a view to initiating a series of capacity-building activities in five West-African countries. These activities, focused on scaling CSA, connect to Component 1 of the AICCRA project (“Improved knowledge and technical capacity building through regional and local interactions to promote agricultural practices that are resilient to the adverse effects of climate change’”).
In each target West African country – Benin, Burkina Faso, Ghana, Niger, and Togo – AICCRA will use its knowledge and ground experience to train approximately 100 individuals from national and sub-national levels including local community/local municipality managers and staff, national technicians (agriculture, water, livestock, environment, forestry), representatives of CSOs and NGOs and representatives of farmers' organisations.

Objectif

L'objectif général de ces ateliers est d'approfondir les connaissances et d'améliorer les capacités techniques des acteurs nationaux et de terrain du projet AIC en Afrique de l'Ouest dans la formulation et la mise en œuvre de projets climato-intelligents.

Contexte

Au cours de la décennie actuelle de mise en œuvre de l’ECOWAP 2025, la CEDEAO a collaboré avec le Programme de recherche du CGIAR sur le changement climatique, l’agriculture et la sécurité alimentaire (CCAFS), qui a récemment fait la transition vers le programme AICCRA (Accélérer les Impacts de la Recherche sur le Climat du CGIAR pour l’Afrique), et a ainsi régulièrement bénéficié de l’expertise scientifique et de l’appui technique du CCAFS/AICCRA pour la conception et la mise en œuvre d’initiatives et de projets phares régionaux de la CEDEAO sur l’adaptation aux changements climatiques ou sur l’agroécologie.

C’est le cas du projet régional de promotion de l’agriculture intelligente face au climat (AIC) initié par la CEDEAO en collaboration avec la Banque Ouest Africaine de Développement (BOAD) et mis en œuvre par l’Agence Régionale pour l’Agriculture et l’Alimentation (ARAA) en vue d’appuyer la mise en œuvre du Cadre d’intervention pour l’AIC de l’ECOWAP/PDDAA en lui fournissant un dispositif de concertation, de coordination, de convergence, de capitalisation et de suivi des différentes initiatives d’AIC.

Dans le cadre de la mise en œuvre de ce projet, l’ARAA/CEDEAO a développé un partenariat avec le projet AICCRA à travers l’Alliance Bioversity International & CIAT, en vue d’initier dans cinq pays ouest-africains, une série d’activités de renforcement des capacités sur l’AIC pour le compte de la composante n°1 du projet intitulée “Amélioration des connaissances et renforcement des capacités techniques, à travers les interactions régionales et locales en vue de promouvoir des pratiques agricoles résistantes aux effets néfastes des changements climatiques’’.

Dans chaque pays (Bénin, Burkina Faso, Ghana, Niger, Togo), AICCRA utilisera ses connaissances et ses expériences du terrain pour former une centaine d’acteurs aux niveaux national et sous-national, notamment les cadres et agents de la communauté locale/municipalités locales, les techniciens nationaux (agriculture, eau, élevage, environnement, forêt), les représentants d'OSC et d'ONG et les représentants des organisations paysannes.
